Mr. Lockhart is a research analyst in the Office of Institutional Research at Texas State University.  He is primarily responsible for systems support for the IR Office as well as Institutional Effectiveness web development. 

Mr. Lockhart received a Bachelor of Science degree in Mathematics from Texas State University (SWT) in 1969. 

Mr. Lockhart came to work at Texas State University (SWT) in January, 1998. He had been employed as a systems analyst by UT-Austin for over 12 years and was a self employed business owner for 16 years.

Mr. Lockhart is a member of the Texas Association for Institutional Researchers.  He has served as a director of a non-profit water utility corporation (County Line Water Supply) for over 20 years.   He has also served as a board member for two agricultural credit institutions and an agricultural service company.
